A person's skills with languages can be divided into two broad categories: one is the skills to receive and process language. These include listening and reading. The other is to produce language. Productive skills include speaking and writing. In producing language, we are concerned with the accuracy and fluency of the production. Both are important but in different parts of the production - at least for people who still learning English. Accuracy is perhaps more important in written form, as poor spelling and grammar can reflect badly on the writer. Fluency is more important in speaking, as the speaker will rarely have time to think and plan on what to say.
