Evaluation and assessment of students are parts of teacher's job. One can use tutorials, evaluation by the students and tests. As I understood students should also give a feedback about lessons contents and how they feel about it. Probably they may ask for more grammar or speaking. As for tests performance - it is reasonable to perform them at different stages of the course. Primary, placement tests are to be performed to identify which group a future student should belong to. Some students come to course to prepare themselves for a certain external test in future. So a teacher should take into consideration the students' aims.
