Truthfully, in all my years as a native speaker and as a student of English, I've never heard of a modal before, so this was incredibly informative. I believe they will be one of the things I will drill quite often with my students, and I can imagine plenty of fill in the blank worksheets as well as created dialogues using them. As for phrasal verbs, it seems like the most effective way to teach them is to simply get the students used to them. Even in English some of these phrases don't make literal sense and are very colloquial (albeit very useful). So I agree with the section that states the best way to get them familiar with the verbs is to use them often so it seems natural to the ears (and later the tongues) of the students. I will also be aware of different phrasal verbs I use throughout a regular day so that I can teach them to my students even if they aren't provided in the course books.
