A lot of these rules seem very difficult to memorize. Yet, the definitions of these types of phrases such as phrasal verbs seem fairly straightforward. Intransitive phrases don't CROSS or CARRY OVER (meaning of trans) into an object. Transitives do, and separable phrases can be split up by the object, while the inseparables cannot. Regarding active and passive voice, I imagine having students describe things being done by someone or something else using both active and passive voice. I imagine myself modeling this first, then having students try experimenting themselves. I suppose it would be a study/activate portion within the same activity.
