I feel that teaching students to differentiate between the three types of phrasal verbs (the intransitive, transitive separable, and transitive inseparable) will be difficult as the particle added changes the meaning of the verb, making it difficult to differentiate. The best way to introduce phrasal verbs, I feel, will be during the activate stage (i.e. the uncontrolled practice, building on fluency) stage. I further understand the use of modal auxiliary verbs, as knowing how to use them will increase the student's ability to add meaning to different ideas, and begin to understand some of the more implicit formalities within the English language.
