Modal auxillary verbs, the passive voice, relative clauses and phrasal verbs are all quite difficult concepts to both teach and understand, so it is important for ESL teachers to spend some time thinking about how to teach them in the most effective way possible. I personally find phrasal verbs to be the most difficult, so I can imagine that it is very difficult for English learners and so I would try to get it included in various lessons implicitly until such a time as to when have a specific lesson about it. The hope would be that the students would already have a basic understanding of them and are thus able to grasp the differences more easily.
