Phonetics is a topic with many rules on pronounciation, sounds and stresses which I believe will need a lot of practice even for a native speaker of English to remember. Knowing that, I can see the importance of this topic if a teacher wants to enforce the correct pronounciation of words and sounds. This is important in order to ensure that others can understand a speaker when they are trying to communicate in English.
